The Shadow Stars has a basic parliamentary system used to make decisions on war and alliances; the founder of the Shadow Stars, True Lycanthrope, makes the most basic decisions, whilst bigger decisions are made by the joint council. The council consists of two houses, on one side the moderators, who are elected into their position by the members of the clan; on the other side the light star brigade, those who have proven their worth through contest. Both sides hold equal power.
Although there are four moderators and four light stars they do not have to come from different regiments, the regiments know that the more of their members hold seats in the joint council the bigger their influence so they always try to get as many seats as possible. There is no limit to the amount of people that can enter an election or light star contest so it usually means there is more than one member of each regiment competing. This means that some regiments usually hold more seats in the joint council than others, and so those regiments hold more power over the clan.
Both the Moderators and the Light Star brigade hold different roles in the joint council. The Moderators are chosen by the people and act as diplomats and ambassadors to other clans trying to avoid war or forge alliances. The Light Stars on the other hand have fought for their position and have been proven the strongest members of the clan, they seek to deter other clans from war by displaying their might and if worst comes to worst they will unite the regiments and fight on the front lines themselves.
Because the Moderators and the Light Stars perform different roles within the council, no member can be both a moderator and a Light Star at the same time. If a member already holds a seat and wins another, then they must choose one of the seats while the other goes to election or contest.
